About PCEF
The Portland Clean Energy Community Benefits Fund (PCEF) was established through a successful ballot measure passed by 65% of Portland voters in November 2018. PCEF provides a consistent, long-term funding source and oversight structure to ensure that our efforts to manage the risks of climate change are done in ways that support social, economic, and environmental benefits for all Portlanders, particularly communities of color and low-income residents.
About the Climate Investment Plan
The Climate Investment Plan (CIP) will serve as a framework for how PCEF’s investments will be used to achieve greenhouse gas reductions alongside community benefits that advance racial and social justice.
Your participation is critical in ensuring the Climate Investment Plan is centered on equity and grounded in community priorities.
What is included in the CIP? The plan will include core program elements including funding allocations for community responsive grants and strategic initiatives, goals, outcomes, and which kinds of organizations are eligible to apply for the different program offerings.
