The Joint Interim Committee on Carbon Reduction and the Governor’s Carbon Policy Office have been working since the 2018 session to craft good legislation. Commonly referred to as the Clean Energy Jobs bill it will put a cap on greenhouse gas emissions and require regulated industries to have a permit (or “allowance”) for each ton of climate pollution they emit. Proceeds from auctioning allowances will be invested in programs and technology to reduce carbon, and to help ensure a just transition. It is our job to make sure the legislation is strong and will be effective. Oregon can become the model for other states.
We know that industry lobbyists are trying to weaken the bill to benefit special interests.
