The 350PDX Energy Justice Team started in the spring of 2026, as the former 350PDX teams Fossil Fuel Resistance and Climate Justice Policy came together to join forces and collaborate. We focus on advancing our region’s shift away from fossil fuels toward clean and renewable energy in ways that are equitable, regenerative, and benefit frontline communities.
We do this by:
• Fighting fossil fuels and the harm they cause
• Increasing access to clean, affordable energy, and transportation systems

Transition the CEI Hub
We’re organizing to fully transition the Critical Energy Infrastructure (CEI) Hub (the fuel storage tanks along the Willamette River) away from dangerous and toxic fuels. Over 350 million gallons of liquid fuels and other toxic materials are transported to and from the hub, and these tanks are located on unstable soils in a dangerous seismic zone. An accident in this area would be catastrophic. The City of Portland is working on a CEI Hub Policy Project this year and we want them to pass a significant drawdown of the amount of fuels stored in this area, and to ensure the ones that are there are seismically safer. Data Centers Pay their Fair Share!
Data centers use massive amounts of energy, and the costs are showing up on Oregonians’ electric bills, to the tune of almost a 50% PGE rate increase for residential customers since 2021! We helped pass the POWER Act in 2025, which sets up a separate customer category for data centers. This huge increase in energy “need” has put Oregon’s 100% clean energy goals in question, too. UM 2377 is the first case to decide the new data center energy rates.
Support & Defend the Portland Clean Energy Fund (PCEF)
The Portland Clean Energy Community Benefits Fund (PCEF), is an innovative, crucial climate program focused on mitigating climate change, environmental inequity, and racism in order to reach Portland’s climate goals. PCEF so far has invested millions into projects such as community solar projects, urban farms and gardens, climate resilience, energy efficiency, installation of cooling units, planting and maintaining street trees, e-bikes, supporting climate-safe schools, and many more. Building Electrification & Energy Efficiency
Emissions from the buildings we live and work in account for 1/3rd of Oregon’s total greenhouse gas emissions. Portland is making some progress on electrification and building emissions reductions, but is not on track to meet targets. Portland needs to implement more aggressive reduction policies, which is where our advocacy comes in. Read more about this in our Climate Justice Platform.
Stop Zenith
Since 2017, 350PDX has been a leader in the fight against Houston-based fossil fuel company Zenith Energy, who owns a fuel storage and transport facility in the CEI Hub in NW Portland. To learn more about this longstanding campaign, visit 350PDX Stop Zenith.
Climate Friendly, People-Centered Transportation System
Portland needs a Transportation System Plan that enables transportation decarbonization, walkable neighborhoods, affordable and accessible transit, and pedestrian and biking infrastructure. The Energy Justice Team meets every 2nd and 4th Tuesdays from 6 – 7:30 PM, and our meetings alternate between virtual on Zoom and in-person in our office in the Rebuilding Center on Mississippi Ave.
