As a lifelong Portlander, union tradesperson, and small business owner, I’ve seen firsthand how working-class communities are often the first to feel the impacts of climate change, yet the last to benefit from climate solutions. My climate policy priorities focus on protecting Portland’s most vulnerable residents while ensuring the city’s sustainability initiatives promote both environmental and economic justice.

**Reshaping the Critical Energy Infrastructure Hub (CEI Hub)**
The CEI Hub in NW Portland is a significant threat to both the environment and community safety. Located in an area vulnerable to earthquakes and flooding, the hub’s infrastructure is outdated and poses serious risks. I will advocate for comprehensive upgrades to the CEI Hub’s infrastructure to reduce the risk of environmental disaster. Moreover, I will push for a transition away from fossil fuel reliance in this zone, supporting electrification and energy transition policies that focus on renewable energy development.

**Promoting Climate Resilience and Community Preparedness**
Climate resilience is essential for Portland’s future, especially as we face increasing heatwaves, wildfires, and flooding. I will champion policies that create resilient neighborhoods by improving green infrastructure, expanding tree canopy coverage for shade equity, and enhancing walkability. Building climate-resilient communities means ensuring that all Portlanders—particularly marginalized groups—have access to cooling centers, safe transit options, and green spaces. Public health must be prioritized in these efforts.

**Investing in Sustainable Transit and Active Transportation**
Portland’s reliance on cars contributes heavily to its carbon emissions. I will work to expand sustainable transit options, including public transportation and bike infrastructure, while ensuring that pedestrian safety and walkability are prioritized. We must reduce our dependence on single-occupancy vehicles and support policies that incentivize cycling and walking as primary modes of transportation. I will also oppose freeway expansions, which exacerbate emissions and disproportionately affect low-income neighborhoods.

**Portland Clean Energy Community Benefits Fund (PCEF)**
The PCEF is an excellent model for promoting sustainability and equity through community-driven projects. I will advocate for the continued expansion and proper management of PCEF to ensure that communities of color and low-income neighborhoods benefit from green jobs, renewable energy installations, and climate resilience projects. Ensuring transparency and accountability in how funds are distributed will be a priority for me.

**Opposing Zenith Energy and Oil-by-Rail**
Oil-by-rail transport through Portland is a disaster waiting to happen, and the risks posed by Zenith Energy’s operations are unacceptable. I will work to oppose any further expansion of Zenith’s oil terminal and support phasing out oil-by-rail transport entirely. The long-term health of our environment and safety of our residents cannot be compromised for short-term economic gains.

In summary, my policy priorities center on mitigating climate change while ensuring environmental justice. I will fight for the protection of our natural resources, invest in sustainable infrastructure, and ensure that climate solutions uplift Portland’s working-class communities.
